- Documented known gaps as scope decisions:
  - Breadcrumb navigation (not essential)
  - Context menus (not essential)
  - Full search (nav-only sufficient)
  - Download CV (placeholder, PDF out of scope)
- All 16 implementation tasks complete
- Core PMR system fully functional
